Biography

Robert Rogowsky is Professor of Trade and Development, Monterey Institute for International Studies.  He is President of the education-oriented Institute for Trade & Commercial and founder of The Rogowsky Group, a international management consulting firm. He is Adjunct Professor of Trade and Commercial Diplomacy at Georgetown University’s School of Foreign Service and of International Management at George Mason University’s School of Public Policy, where he was awarded that School’s Teacher of the Year (2000).  He is Affiliate Professor for the George Mason Center for Asia Pacific Cooperation . 
Dr. Rogowsky served as Chief Economist at the U. S. International Trade Commission (USITC) from 1995 to 1999. He served as Director of Operations at the USTIC until 2010, where he managed a staff of 240 responsible for trade policy research and negotiation assistance provided to the U.S. Trade Representative and Congress.  He was responsible for Strategic Planning and sat on the President’s Performance Improvement Council and on the Board of the U.S. International Trade Data System. 
Dr. Rogowsky has also served as the Deputy Director, Bureau of Consumer Protection of the Federal Trade Commission (FTC) and Acting Executive Director to the Consumer Product Safety Commission and litigation economist for the Bureau of Economics, FTC. Dr. Rogowsky received his Ph.D. in economics from the University of Virginia.  He has written on international trade, competition policy and regulation, including Trade Liberalization: Fears and Facts, with Linda Linkins and Karl Tsuji, Relevant Markets in Antitrust, edited with Kenneth Elzinga, and The Political Economy of Deregulation, edited with Bruce Yandle.
